When I reviewed this market last year there was one major observation I made – in the most advanced markets off-shore where off-site build had gained significant traction it only ever got to around 20% market share maximum (more likely 10%). There are some very significant barriers to getting through this apparent market threshold. The only way this will work for NZ is to take a much more integrated approach to the underpinning issues of housing affordability, construction costs, market structures etc. I suspect MBIE will not have the capacity to do this without a sector leadership group acting as a “backbone” organisation (i.e. the deployment of collective impact).
